Full Council

The Council has responsibility for approving the annual Budget and the strategies setting out the Council's policy framework.

Cabinet

The Cabinet is the Council's Executive and comprises the Leader and 8 other Spokespersons for service portfolios. They are responsible for all decisions except those expressly reserved to full Council and Regulatory Boards and for executive functions delegated to Spokespersons for service portfolios and officers of the Council.

Scrutiny Commissions

Scrutiny Commissions act as a 'Watchdog' by examining the decisions and recommendations of the Council's Executive, the Cabinet, questioning Senior Council Officers, monitoring the work of the Council and Health bodies. They are 'Think Tanks' openly debating issues and carrying out examinations of particular services or policies. The Commissions hear views and 'evidence' from across the Community. In addition to undertaking reviews they have the power to 'call in' a decision of the Executive and to ask for it to be reviewed.

Area Forum Meeting

These are meetings held in a local area. They scrutinise the impact and co-ordination of services provided by the Council and other agencies in local areas. Area Forums help you, the public, know what is happening in your community and offer you the opportunity to get more involved in community issues.

Regulatory Boards

Regulatory Boards are responsible for functions such as development control. i.e: planning applications and licensing. They also deal with Standards and Probity issues and Appeals, independently of the Cabinet.
